Tuggar: ICRC Certification of ASFAAR.NG Marks Strategic Turning Point in Nigeria’s Digital Diplomacy

The Honourable Minister of Foreign Affairs, Ambassador Yusuf Maitama Tuggar, has described the issuance of a Full Business Case (FBC) Compliance Certificate for the National Digital Diplomatic Platform, ASFAAR.NG, as a decisive milestone in the modernisation of Nigeria’s diplomatic and migration governance architecture.

The certification, granted by the Infrastructure Concession Regulatory Commission (ICRC), confirms that the project complies fully with the ICRC Establishment Act, 2005, and the National Policy on Public-Private Partnerships.

From the Minister’s standpoint, the clearance represents the highest threshold of technical, financial and legal due diligence, and formally authorises the project to proceed to implementation following approval by the Ministry’s Project Approval Board.

Ambassador Tuggar emphasised that ASFAAR.NG is not merely a technological platform, but a strategic diplomatic instrument designed to safeguard Nigerian citizens abroad and restore confidence in Nigeria’s outbound travel ecosystem.

Originally conceived to address coordination and compliance concerns surrounding Hajj and Umrah travel, the platform has since evolved into a comprehensive, multi-country digital infrastructure for visa facilitation and travel verification.

Through integration with the National Identity Management Commission (NIMC), the Nigeria Immigration Service (NIS), and relevant security agencies, the system will authenticate applicants using biometric and biographic data linked to the National Identification Number (NIN). Artificial intelligence tools will further support risk profiling, detect fraudulent documentation, and route high-risk applications through structured inter-agency vetting before submission to foreign missions.

A secure diplomatic interface will enable partner embassies, particularly in the Arab and Gulf regions, to receive verified applications with enhanced confidence and transparency.

The Minister noted that the platform directly advances the Ministry’s constitutional mandate of protecting Nigerians abroad while strengthening bilateral relations. In recent years, concerns around visa overstays and documentation fraud have affected Nigeria’s travel reputation. By institutionalising compliance and verification, ASFAAR.NG is expected to rebuild diplomatic trust and reinforce Nigeria’s position in negotiations aimed at restoring and expanding visa quotas for legitimate travellers.

The system will also enhance consular oversight by providing structured monitoring of outbound travel patterns and enabling timely interventions where necessary. Beyond migration management, it will function as a data-driven governance tool, offering credible intelligence on compliance metrics and demographic trends to support national security coordination and evidence-based policy planning.

Structured under a Design-Build-Finance-Operate (DBFO) Public-Private Partnership arrangement with GIIL Technology and Marketing Solutions Ltd., the project has now been approved through the Ministry’s newly constituted Project Approval Board to ensure execution in line with the ICRC’s Unsolicited Proposal guidelines.

Ambassador Tuggar reaffirmed the Ministry’s commitment to strengthening Nigeria’s digital diplomacy architecture through structured, lawful and forward-looking reforms that enhance citizen protection and reinforce trust with international partners.
